Read an article recently where the author suggested that a recently caught (decent sized snapper) may have been a resident fish in that 'they' are beginning to school up.

My questions are these;

1) as not all fish leave the bay why would they not remain in schools,

2) as the author has stated 'they' are now beginning to school up, why are they now schooling? is it to spawn?

I had the feeling the residents roam and are caught when the mood takes them, but the new fish come in, school up first then break away to feed.
