It took a while but they've finally put up a notice about the car in the water off Clifton Springs.

AUSTRALIA – VICTORIA
No. 76 T - 2007
PORT PHILLIP
CLIFTON SPRINGS
PARTIALLY SUBMERGED VEHICLE
Date: Between 27 June and 07 July 2007
Details: Mariners are advised of a partially submerge motor vehicle
which is currently 100 metres off shore at Beacon Point, Clifton Springs in approximately 2 metres of water. Approximate position 38°08.410’ S, 144°34.477’ E (WGS84).
The vehicle will be removed by contractor over the next 10 days.
All works will be carried out during daylight hours.
Mariners are advised to navigate with caution when navigating within the vicinity of this hazard.
Charts Affected: AUS 157

the talk around clifton springs is that the driver wanted to kill himself and the only thing that saved him was he forgot to take his seat belt off
